Children’s Services at SPIN

SPIN’s high quality Early Intervention,  FREE Preschool programs at our two Early Childhood Campuses in Northeast Philadelphia. We design services so that any family can participate in our programs and receive the support they need to address their child and family needs. We also provide support to other child care providers and preschool programs to support the inclusion of children who have special education needs.

Preschool Programs

Head Start Program

Head Start programs are offered for children ages three through five from low-income families. This program operates 41-weeks a year and closed in the summer. Ages: Children who turn three by September 1 to children who turn five after September 1 

Eligibility: MUST be a Philadelphia resident. Call for income guidelines. Criteria may vary.

Services: Five and ½ hour program including nutritious meals, outdoor activities, and developmentally appropriate learning experiences

Pre-K Counts Preschool Program

PreK programs are offered for children in Philadelphia ages three through five for a 41-week program. There is income eligibility for the Pennsylvania PreK program and no income eligibility requirement for the PHLpreK program.

Before and After School Care

Ages: Children who turn three by September 1 to children who turn five after

Eligibility: MUST be enrolled in a SPIN Preschool classroom. Fee will apply, ELRC 18 accepted

Early Intervention

Infant & Toddler Early Intervention Program

Services are provided for young children birth to 3 years at a home or at their childcare center in partnership with Philadelphia Infant/Toddler Early Intervention (ITEI:  birthto3EI@phila.gov) or Bucks County Infant/Toddler Early Intervention (ITEI) for those living in Bucks County.    These services may include Special Instruction, Physical, Speech and Occupational Therapy according to your child’s Individual Family Service Plan (IFSP).

If your child is determined eligible for these services, the county will refer you to a provider such as SPIN, who is in their provider network in your county.  You are free to request SPIN as your provider.   

Referrals are continuously reviewed.  Options are available for virtual or in-person services based on legal guardian preference.

If you live outside of Philadelphia & Bucks County and you have questions about your child’s development, you may call the CONNECT Helpline: 1-800-692-7288 or email help@connectpa.net. 

 

The CONNECT Helpline assists families in locating resources and providing information regarding child development for children ages birth to age five. In addition, CONNECT can assist parents by making a direct link to their county Early Intervention program or local preschool Early Intervention program. If you are unable to connect with your EI program, or you have difficulty starting intervention services, please email the Office of Child Development and Early Learning: ra-ocdintervention@pa.gov. 

Preschool Early Intervention Program

Services are provided through SPIN for children ages 3-5 years who live in Philadelphia in partnership with Elwyn Early Learning Services.  If you are concerned about your preschool child’s development and they have not yet been evaluated, contact Elwyn’s Early Learning Services Access to Care Line at 215-222-8054.     

 

If your child is determined eligible for preschool early intervention, they may be referred to SPIN who is a provider in the Elwyn network.  They will receive services that are listed on their Individualized Educational Plan (I.E.P.).  These services are provided free of charge to eligible children and may be classroom-based or community-based in a home or your child’s childcare location.   

Program highlights: 

 

  • Center-based or Community-based program 
  • Center-based provides all amenities of SPIN’s Preschool program including free meals and snacks (dependent on the program length)  
  • Year-round calendar with scheduled program down time  
  • Special Instruction, Physical, Speech, and Occupational Therapy 

If your child is determined eligible for these services, you are free to request SPIN as your provider.  We will work closely with Elwyn Early Learning Services to provide high-quality services as listed.

Parent Engagement

Children’s Services encourages parent engagement

We recognize the importance of the family as the child’s first teacher through providing opportunities for families to participate in all aspects of our program. We invite the adults in each child’s life to join their child in class, volunteer in the classroom or attend meetings where we discuss program activities and goals. We encourage all families to join the site advisory committee so that families, community members, and program leadership can share in the development of an excellent early care and education program.

Internships and Practicums

Undergraduate and graduate students in a variety of social service disciplines (i.e. education, psychology, nursing, behavioral health, social work, speech pathology, occupational therapy, physical therapy, or other) are invited to apply to any of SPIN’s early childhood programs to satisfy their field work, practicum, or internship requirements.
